Wayne Caines

President - Liberty (Bermuda)

Born and raised in Bermuda, Wayne graduated Oakwood University in 1993, graduating with a Bachelor of Arts Degree in History and a Minor in Political Science. He is also a graduate of the University of Kent, School of Law, and the Royal Military Academy Sandhurst (RMAS), where he was trained as an infantry officer as part of the Territorial Army Officers Commissioning Course.
A willing servant, Wayne’s tour of duty in the Bermuda Regiment spanned nine years.
He was at once the Second in Command of Alpha Company; twice a Platoon Commander; endured attachments in Scotland and Jamaica; and was also the Public Relations Officer. The one-time Private soldier, rose to rank of Captain before his retirement from the local defense force.
Wayne was employed for seven years as a Crown Counsel at the Bermuda Department of Public Prosecutions, successfully arguing several high-profile murder and drug cases. He was also the Senior Counsel on the Drug Court Prosecution.
In November 2006, Wayne was appointed to the posts of Chief of Staff and Senator for the Bermuda Government, with responsibilities as the Junior Minister of Tourism, Transport, Environment and Sport, by Bermuda Premier, Dr the Honorable Ewart F. Brown JP MP.
Mr. Caines was also appointed as a Justice of the Peace the same year.
Following on the heels of such appointments Wayne accepted the role of keynote speaker at the 4th International Institute for Peace through Tourism Conference in Kampala, Uganda and again at the African Tourism Conference (2008) in Tanzania. He was also called to address the Council of Europe, Strasbourg, France, voicing the attributes and pitfalls regarding ‘Alternative Methods to Drug Treatment and Incarceration’. In 2012 Mr. Caines chosen to be the Commencement Speaker, at the Oakwood University Graduation
A highly sought-after guest speaker, Wayne has spoken at numerous churches, schools, and civic organizations both in Bermuda and Internationally. Most notable in 2012 Wayne was the Commencement Speaker at Oakwood University in Huntsville Alabama
In 2003 he was bestowed the ‘Community Leader Award’ by Detroit, Michigan based non-profit organization Operation Reach Back Inc. (ORB).

On 18th July 2017, Mr. Caines was elected as the Member of Parliament for Constituency 14 Devonshire North, Bermuda
Mr. Caines was the Minister of National Security, from July 2017 until July 2018 having responsibility for the Bermuda Police Service, the Bermuda Regiment, Bermuda Customs, the Bermuda Fire, Rescue Service, the Bermuda Department of Corrections, ICT, Policy, Innovation, and e-commerce. Additionally, he is also the Minister with responsibility for Immigration.
Wayne Caines, whilst a government minister, took a leading role in establishing Bermuda’s Fintech Strategy and helped establish Bermuda as the Leading Fintech Domicile in the World. In 2018, Bermuda was the first country to act Legislation Regulating Fintech (The Digital Asset Business Act 2018).
In 2020, Wayne became the President of BELCO and Liberty Group, which includes other companies in Bermuda AG Holdings Limited and the AG Holdings subsidiaries – AirCare Energy Services Co., iEPC Engineering Services Ltd and IFM Property Management Co. BELCO is Bermuda’s sole supplier of electricity, operating a generating plant and transmission and distribution systems throughout the Island. Bermuda Electric Light Company Limited (BELCO) is a wholly owned subsidiary of Liberty Group Limited. Liberty Group Limited is a Bermuda-based, provider of energy and energy-related services, owned by Algonquin Power & Utilities Corp. (Algonquin). Algonquin is the parent company of Liberty Power and Liberty Utilities, collectively known as Liberty.
Wayne sits on various boards, including Stevedoring Services, ILS Capital, Prospero Re, Master Works Foundation, Digicel Bermuda, and he is the Chairman of Bermuda Tourism Authority Board (BTA)
Wayne has been guest speaker at many conferences which include 2018 Bermuda Executive Forum Miami, Consensus 2018 in New York, World Economic Forum, Fintech Strategy in London, Bermuda Innovation Sprint, OECD Digital Asset Roundtable. In 2019 International Cyber Risk Management Conference (ICRM) New York, International Tech Summit ’22 and other speaking events to be held in 2022. Besides addressing the business sector, Wayne has spoken at numerous graduations and book readings for kindergarten children.
Wayne is married to Maxanne Anderson, Senior Magistrate. The pair have a 28-year-old daughter.
